The World Bank Enterprise Surveys (WBES) are the gold standard for nationally representative firm-level data. Through structured interviews with top managers and business owners, using a globally standardized questionnaire, the surveys provide in-depth insights into firm performance, business environment challenges, and operational dynamics.
These insights empower policymakers to identify key barriers, prioritize reforms, and implement strategies to enhance private sector activity. Key research areas include:

The 2023 WBES is a large-scale project designed to explore how firms perceive their business environment and provide data-driven insights for policy design and reform. The project delivers:

GDCC’s Role in WB Enterprise Surveys
At GDCC, we play a vital role in supporting the WBES and B-READY projects by ensuring the highest standards of data quality and accuracy. Our responsibilities include:
- Sampling & Screening – Identifying and screening business establishments in each target country.
- Translation Services – Translating questionnaires and survey materials to ensure clarity and relevance.
- Questionnaire Testing – Rigorously testing survey flow and functionality for accuracy and consistency.
- Sample Recruitment Strategy – Developing and implementing tailored recruitment strategies.
- Survey Staff Training – Training staff to conduct interviews with consistency and professionalism.
- Follow-Ups – Re-engaging previously surveyed firms to track changes and trends.
- Pilot Testing – Conducting pilot surveys to refine methodologies and improve data quality.
- Data Collection – Conducting face-to-face and virtual interviews using Survey Solutions CAPI.
- Quality Control – Applying strict quality control measures to ensure data integrity.

Approach.
The WBES targets registered establishments with 5 or more employees (excluding agriculture and extractive sectors) to provide a comprehensive view of business dynamics. Interviews with business leaders cover key topics such as:

- Workforce composition and performance metrics
Structured around two tailored instruments—the Manufacturing and Services Questionnaires—the surveys deliver over 90% objective data, combined with qualitative insights into business challenges.
